Partial Credit Guarantee

To unlock access to credit lines for ESCos contracting with public sector institutions and support risk mitigation in particular for Small to Medium Enterprises (SMEs), a Partial Credit Guarantee (PCG) is being established through the Industrial Development Corporation (IDC).

Bankable projects, identified and developed, with the support of the EEPSU, will be tendered out by the respective public institutions to private sector ESCos using an energy performance-based contracting model. Although some municipal projects may include a capital contribution through EEDSM grants, ESCos will be required to source the majority of the finance required in terms of equity and debt.

Approval on loans issued by the IDC will be subject to their standard due diligence and credit assessments.
