Energy efficiency is one of the key measures government is prioritising in the effort to reduce emissions. It is regarded as the ‘first fuel’ that should be considered in the transition to a low carbon economy. Public sector institutions are under pressure to provide quality service delivery to their constituents and to cut costs related to their day-to-day operations. Energy efficiency presents an opportunity to free up resources, as it yields financial benefits such as reduced monetary spend on energy and it also contributes to energy security and the transition to a low-carbon economy.
The Energy Efficiency in Public Buildings and Infrastructure Project (EEPBIP) aims to catalyse an energy efficiency transformation within the public-sector and wider energy efficiency market.
It forms part of the Energy Efficiency and Energy Demand Management Flagship Programme, a Near-term Priority Climate Change Flagship Programme, as prescribed in the National Climate Change Response Policy (NCCRP).
The vision of the post 2015 National Energy Efficiency Strategy (NEES) is to promote energy efficiency as the “first fuel” in driving balanced, socially inclusive and environmentally sustainable economic growth, boosting job creation and leading technological innovation across the region.
The NEES aims to stimulate energy efficiency improvements through a combination of fiscal and financial incentives, a robust legal and regulatory framework, and enabling measures.
